What is not automatically guaranteed
Educational descriptions are not a promise that a task is covered, staffed, or within a specific worker's scope.
Step-by-step process
1
Share the care need
Start Care or Get Care — no form starts services by itself.
2
Intake and coverage review
Eden gathers facts and reviews which program appears applicable.
3
Assessment if required
Some programs require screening or nursing documentation.
4
Authorization if required
The payer decides service type and hours.
5
Matching and first visit
Scheduling stays inside authorized hours and available caregivers.
Limitations
Educational descriptions are not a promise that a task is covered, staffed, or within a specific worker's scope. Eden educational resources are not a substitute for official Medicaid, waiver, or health-plan determinations. Rules vary by program, assessment, authorization, and plan. Confirm current details with DMAS, your MCO, and Eden intake.
Important definitions
Short definitions used on this page. Program manuals may phrase lists slightly differently.
ADL: Activities of Daily Living — basic self-care tasks such as bathing, dressing, grooming, toileting, eating/feeding when applicable, mobility, and transfers. Exact lists can vary by program.
IADL: Instrumental Activities of Daily Living — household or community tasks such as meals, shopping, laundry, or light housekeeping. Whether an IADL is covered depends on the specific program and authorization. Do not assume every IADL is reimbursable.
PCA / personal care aide: A worker who assists with authorized personal care. Programs may also say attendant, personal assistance, or aide. Titles are not interchangeable across every payer.
Respite: Temporary relief for an unpaid primary caregiver. It is a different service from personal care and has its own eligibility and authorization rules.
Plain-English summary
Plain-English education on personal care, ADLs and IADLs, respite, family caregivers, care plans, assessments, authorization, and how Eden home care starts.
What home care means here
Eden public education focuses on in-home personal care and related supports. Skilled nursing, when offered, follows different payer rules from Medicaid personal care.
Personal Care / PCA
A personal care aide (PCA), attendant, or similar title helps with authorized daily living tasks. Titles are not identical across every program.
Activities of Daily Living / ADLs
Common ADLs include bathing, dressing, grooming, toileting, eating or feeding assistance when applicable, mobility, and transfers. Exact lists can vary by program manual.
Bathing and shower support
Dressing
Grooming
Toileting
Eating or feeding assistance when applicable
Mobility
Transfers
Instrumental Activities of Daily Living / IADLs
IADLs include meal assistance, shopping, laundry, and light housekeeping. They are covered only when the specific program and authorization allow them. Routine daily support and safety assistance still follow the plan of care.
Respite and family caregivers
Respite relieves an unpaid primary caregiver. Family members are not automatically paid. See the family-caregiver guide for Virginia LRI rules.
Caregiver qualifications
Virginia home-attendant qualification pathways are educational, not a hiring guarantee. Training and competency requirements depend on role and program.
Care plans, assessments, and approved hours
Assessments document need. Plans of care list authorized supports. Approved service hours come from the payer. Eden cannot expand hours beyond authorization.
How care starts
Contact, intake, coverage review, assessment if required, authorization if required, matching, scheduling, EVV where required, and ongoing review. Submitting a form does not start services.
Important limitations
Eden educational resources are not a substitute for official Medicaid, waiver, or health-plan determinations. Rules vary by program, assessment, authorization, and plan. Confirm current details with DMAS, your MCO, and Eden intake.
Eligibility and applicability
Program rules, assessments, and payer authorization decide what can start. Medicaid enrollment, waiver enrollment, service eligibility, service authorization, and authorized hours are not the same status.
Assessment and documentation
Depending on the program and service, an assessment and supporting documentation may be required. A nurse does not automatically visit first for every request.
Authorization and approval
When authorization is required, the payer or MCO reviews the requested service and hours. Outcomes can include approval, partial approval, a request for more information, or denial. Eden does not approve the benefit.
Hours and limits
Requested, assessed, authorized, scheduled, and EVV-verified hours can all differ. This site does not invent a universal hour number.
How services can interact
Personal care, respite, companion, adult day, and transportation follow separate rules. A plan may authorize one, more than one, or none.
Family caregiver implications
A parent or spouse is not automatically a paid caregiver. Virginia LRI rules apply only in defined relationships and only when the current official policy and authorization allow it.
Agency-directed vs consumer-directed
Agency-directed: a licensed agency is the employer. Consumer-directed: the member or representative is the employer of record, with services-facilitator support where the waiver allows. Eden's typical public role is agency-directed care.
Insurance and MCO implications
Managed-care members usually follow their plan's authorization and appeal process. Fee-for-service members follow DMAS processes. A plan existing on the official roster does not mean Eden is in-network.
Explain typical aide support, complete intake, and deliver authorized agency-directed services when staffing allows.
What Eden cannot decide
Eden cannot approve Medicaid eligibility, waiver enrollment, MCO enrollment, service authorization, or a specific number of hours. Those decisions belong to DMAS, the health plan, or another payer.
