Limitations

There is no universal personal-care hour amount. IADLs are not automatically covered under every program. Eden educational resources are not a substitute for official Medicaid, waiver, or health-plan determinations. Rules vary by program, assessment, authorization, and plan. Confirm current details with DMAS, your MCO, and Eden intake.

Important definitions

Short definitions used on this page. Program manuals may phrase lists slightly differently.

• ADL: Activities of Daily Living — basic self-care tasks such as bathing, dressing, grooming, toileting, eating/feeding when applicable, mobility, and transfers. Exact lists can vary by program.
• IADL: Instrumental Activities of Daily Living — household or community tasks such as meals, shopping, laundry, or light housekeeping. Whether an IADL is covered depends on the specific program and authorization. Do not assume every IADL is reimbursable.
• PCA / personal care aide: A worker who assists with authorized personal care. Programs may also say attendant, personal assistance, or aide. Titles are not interchangeable across every payer.
• Personal care / personal assistance: Hands-on or cueing help with authorized ADLs and, when the program allows, certain IADLs. Coverage requires eligibility plus service authorization — Medicaid enrollment alone is not enough.
• Attendant: A common consumer-directed term for the worker hired by the member or representative to provide authorized assistance.

What personal care means

Personal care (sometimes personal assistance) is help with everyday tasks a person cannot complete safely alone, as listed on an authorized plan of care. PCA, personal care aide, attendant, and personal assistance are related titles — they are not identical in every program.

ADLs (Activities of Daily Living)

Common ADLs include bathing, dressing, grooming, toileting, eating or feeding when applicable, mobility, and transfers. Program manuals may phrase the list slightly differently.

IADLs — covered only when the program says so

IADLs include meals, shopping, laundry, and light housekeeping. Do not assume every IADL is reimbursable. For paid LRIs, DMAS treats IADLs and general supervision as not extraordinary care.

Eligibility versus authorization

Medicaid eligibility, waiver eligibility, service eligibility, service authorization, and authorized hours are separate statuses. Having Medicaid does not by itself start personal care.

How personal care is set up

Typical public path: intake, coverage review, assessment if required, documentation, authorization if required, payer decision, then matching and scheduling inside authorized hours.

Assessment and documentation

Depending on the program, a nurse or other qualified professional may need to document ADLs and unpaid supports. A nurse does not automatically visit every request.

Authorization and approval

The payer — often the MCO for Cardinal Care Managed Care members, or DMAS in fee-for-service — decides whether personal care is authorized and for how many units. Eden submits documentation when we are the provider.

Family caregiver implications

A parent or spouse is not automatically a paid PCA. Virginia LRI rules apply only in defined relationships and only when extraordinary ADL-focused personal care is authorized.

Agency-directed vs consumer-directed

Agency-directed: the licensed agency is the employer. Consumer-directed: the member or representative is the employer of record, with a services facilitator. Eden's typical public role is agency-directed care.

Insurance / MCO implications

Managed-care members usually need plan authorization for LTSS personal care. A plan existing on the DMAS roster does not prove Eden is in-network.

EVV during personal-care visits

Where required, caregivers clock in and out so visit facts can be verified. Missed verification may need a documented correction.

What personal care is not

Personal care is not skilled nursing, not a guarantee of live-in coverage, and not permission to perform unapproved clinical tasks. Respite is a different service.

Hours

Hours depend on program, waiver, assessment, documented ADLs, extraordinary-care rules where applicable, unpaid supports, payer authorization, service model, and plan of care.

Personal care and respite together

They are different services. A plan may authorize one, both, or neither. If a paid LRI is providing personal care or assistance, DMAS says respite is not available in that situation.

Eligibility and applicability

Program rules, assessments, and payer authorization decide what can start. Medicaid enrollment, waiver enrollment, service eligibility, service authorization, and authorized hours are not the same status.

Hours and limits

Requested, assessed, authorized, scheduled, and EVV-verified hours can all differ. This site does not invent a universal hour number.

How services can interact

Personal care, respite, companion, adult day, and transportation follow separate rules. A plan may authorize one, more than one, or none.

Insurance and MCO implications

Managed-care members usually follow their plan's authorization and appeal process. Fee-for-service members follow DMAS processes. A plan existing on the official roster does not mean Eden is in-network.
