Your rights
Virginia home-care regulation addresses dignity, privacy, participation in care planning, and freedom from abuse, neglect, and exploitation. Medicaid members also have plan and DMAS member rights. Details depend on the program.
Privacy, confidentiality, and HIPAA concepts
Health information is protected by federal and state rules. Eden's Notice of Privacy Practices describes how we use and share information. Public pages will not walk through internal security architecture.
Complaints, grievances, and how to raise a concern
Tell Eden coordination staff about quality or safety concerns. Medicaid members may also use plan grievance processes. A grievance is not the same as an appeal of a coverage denial. For licensing complaints, Virginia OLC processes may apply.
Abuse, neglect, and exploitation resources
If someone is in immediate danger, call 911. Suspected abuse, neglect, or exploitation of an adult should be reported through official Adult Protective Services / DSS pathways. This page does not replace mandated-reporter training.
Home safety
Fall risks, mobility equipment, pets, smoking, and weapons can affect whether a visit can be provided safely. Families can use Eden's home-safety assessment as a conversation tool.
Emergency preparedness and contact planning
Keep emergency contacts, a medication information checklist, and a simple disaster plan. For medical emergencies, call 911. Eden provides non-emergency in-home support.
Provider responsibilities
Licensed home-care providers must follow applicable Virginia regulations, Medicaid rules when enrolled, and their own policies. Internal policy is not published here as if it were a statute.

Eligibility and applicability
Program rules, assessments, and payer authorization decide what can start. Medicaid enrollment, waiver enrollment, service eligibility, service authorization, and authorized hours are not the same status.
Assessment and documentation
Depending on the program and service, an assessment and supporting documentation may be required. A nurse does not automatically visit first for every request.
Authorization and approval
When authorization is required, the payer or MCO reviews the requested service and hours. Outcomes can include approval, partial approval, a request for more information, or denial. Eden does not approve the benefit.
Hours and limits
Requested, assessed, authorized, scheduled, and EVV-verified hours can all differ. This site does not invent a universal hour number.
How services can interact
Personal care, respite, companion, adult day, and transportation follow separate rules. A plan may authorize one, more than one, or none.
Family caregiver implications
A parent or spouse is not automatically a paid caregiver. Virginia LRI rules apply only in defined relationships and only when the current official policy and authorization allow it.
Agency-directed vs consumer-directed
Agency-directed: a licensed agency is the employer. Consumer-directed: the member or representative is the employer of record, with services-facilitator support where the waiver allows. Eden's typical public role is agency-directed care.
Insurance and MCO implications
Managed-care members usually follow their plan's authorization and appeal process. Fee-for-service members follow DMAS processes. A plan existing on the official roster does not mean Eden is in-network.
