The six EVV visit facts
Virginia regulation currently defines EVV as electronic verification of personal care, companion, or respite home visits with respect to: the type of service; the individual receiving the service; the date; the location of service delivery; the individual providing the service; and the time the service begins and ends.
Location is visit-associated
Location functionality, when used, is associated with verifying service delivery according to the applicable EVV system and requirements. This site does not describe continuous all-day GPS surveillance.
Not continuous surveillance
Do not confuse a visit location check with an employer tracking a worker for an entire shift across every personal errand. Vendor implementations differ. Ask your supervisor about the assigned app — do not assume GPS runs after clock-out.
Location can be captured in more than one way
DMAS educational materials have described that EVV systems may verify location through methods such as landline, a fixed in-home device, GPS, or member biometrics. A physical address is what Virginia billing specifications describe for location — not a claim that every worker is mapped by coordinates on a public website.
Client signature is not automatically every EVV visit
DMAS-required EVV data are the six elements above. A client or authorized-representative signature or in-app verification can be an Eden, payer, or vendor operational step. A signature is not published here as a universal Medicaid EVV data element.
When Eden's assigned workflow requires verification
If the assigned EVV or payer workflow requires client or authorized-representative verification, the caregiver must complete it truthfully. Never sign for the client, forge verification, pre-sign, or ask a client to verify services that were not delivered.
EVV privacy FAQ
Visit records support program integrity. They are not a public social feed. Employee and member records remain in authorized systems. This page does not list internal security controls.
Eligibility and applicability
Program rules, assessments, and payer authorization decide what can start. Medicaid enrollment, waiver enrollment, service eligibility, service authorization, and authorized hours are not the same status.
Assessment and documentation
Depending on the program and service, an assessment and supporting documentation may be required. A nurse does not automatically visit first for every request.
Authorization and approval
When authorization is required, the payer or MCO reviews the requested service and hours. Outcomes can include approval, partial approval, a request for more information, or denial. Eden does not approve the benefit.
Hours and limits
Requested, assessed, authorized, scheduled, and EVV-verified hours can all differ. This site does not invent a universal hour number.
How services can interact
Personal care, respite, companion, adult day, and transportation follow separate rules. A plan may authorize one, more than one, or none.
Family caregiver implications
A parent or spouse is not automatically a paid caregiver. Virginia LRI rules apply only in defined relationships and only when the current official policy and authorization allow it.
Agency-directed vs consumer-directed
Agency-directed: a licensed agency is the employer. Consumer-directed: the member or representative is the employer of record, with services-facilitator support where the waiver allows. Eden's typical public role is agency-directed care.
Insurance and MCO implications
Managed-care members usually follow their plan's authorization and appeal process. Fee-for-service members follow DMAS processes. A plan existing on the official roster does not mean Eden is in-network.
